Addition, alteration and repair permit B2403450 In accordance with Section 104.10 of the Construction Codes (Title 12 of the District of Columbia Municipal Regulations (DCMR)), I hereby request approval of the proposed modification of the following section(s) of the Construction Codes as applied to the above-referenced project/permit. [Please identify by specific citation to Title 12 of the DCMR or to the International Codes as applicable.] The design intends to comply with Section 403.4.7 using Option 2: mechanical air-handling equipment, for all portions of the building except for the loading dock which complies with Option 1 by opening the loading dock roll up door. Option 2 notes that one air change must be provided every 15 minutes, which is equivalent to 4 air changes per hour (ACHR). In most HVAC applications, ACHR calculations define the volume of a space using the height of the ceiling as opposed to the height from structure to structure. We would like to confirm that the use of the ceiling height is acceptable for ACHR calculations used for compliance with this section. In addition, we request that the project be able to provide a maximum of 30,000 CFM of exhaust per floor. This maximum would only impact the B1 level, and would reduce the air change rate from one every 15 minutes to one every 16.2 minutes. 1)Are there specific individual reasons that make the application of the strict letter of the Construction Codes impractical? YES, explain: The existing building was constructed in the 1980s, and currently contains no provisions for post-event smoke and heat removal. The B1 level is below grade and is also the largest occupiable floor in the building. Since it is below grade, only Option 2 can be used. Since the existing building contains no provisions for post-event smoke purge, the shaGs were not originally sized to accommodate large post-event smoke and heat removal exhaust ductwork. 2)Is the requested modification is in compliance with the intent and purpose of the Construction Codes? YES, explain: as modified, the system would be capable of clearing heat and smoke from a floor of the building following building evacuation and suppression of the fire in a reasonable time manner  and likely significantly faster than would occur using Option 1 (opening windows).
